Background
A Gulf Coast refinery engaged Advastar to staff safety coverage for a major turnaround with a thirty-four day execution window. Multiple contractor workforces would be on site simultaneously, working around live process units under permit, with the count of workers peaking well above normal site population.
The Challenge
Turnaround safety staffing is defined by its gate. Every safety professional needed DISA compliance, TWIC clearance and reciprocal safety council membership before mobilization, and a candidate who arrives without one is simply turned away, taking a day of the window with them. The technical requirement was equally specific: confined space entry, lockout tagout and hot work permitting are the exposures that matter during a turnaround, and general construction safety experience does not cover them. The window itself was immovable, since the units had to return to production on a scheduled date.
The Solution
Advastar treated clearance as the first screen rather than the last. DISA testing, TWIC status and reciprocal safety council membership were verified for every candidate before submittal, with lead times tracked against the mobilization date so that nobody entered the process who could not clear in time. Technical screening focused on permitting experience specifically, asking candidates to describe hot work and confined space permits they had personally issued or audited. Demobilization was planned at the same time as mobilization, with end dates agreed in the engagement rather than negotiated at the end, so that the refinery carried no rollover cost once units returned to service.
The Outcome
The full safety complement was gated and on site for the start of the window. No candidate was turned away at the gate. Staff demobilized on the scheduled date without extension requests, and the refinery has engaged Advastar for two subsequent turnarounds on the same terms.
